$ The Access UM Program receives an annual allocation of $105,179 in
state operating funds.
· The status of the approved FY 2001 and FY 2002 Access UM Programs
is presented in the attached summary sheets.
· There is an unallocated balance from past years' (including
FY's 2001 and 2002) Access UM program of $146,000 bringing the total available
funds up to $251,179. Two projects are proposed for the FY 2003 Access
UM Program at a total estimated cost of $225,000. The remaining $26,179
is proposed as reserve funds to correct specific emergency access deficiencies
during the year. See the attached summary sheet.
· The first proposed project at $112,500 is augment funding of
the Taliaferro Hall and Francis Scott Key Hall Renovation project for
the installation of chair lifts, a ramp, and an ADA compliant elevator.

· The second proposed project at $112,500 is for the design of
an ADA compliant elevator in the Main Administration Building. The President's
Commission on Disability Issues (PCDI) has established as its top priority
to provide full accessibility to the Main Administration Building. The
installation of an ADA compliant elevator is a key requirement. At its
March 1, 2002, the Facilities Council approved the installation of an
elevator for the building; but left the Cabinet to make the final decision
regarding the elevator location.
· The Director of Disability Support Services and the PCDI have
reviewed and approved the inclusion of the Main Administration Building
ADA Elevator and Emergency Funds in the proposed FY 2003 Access UM Program.
The PCDI and the Director of DSS are concerned about the precedent of
allocating Access UM Program funds to on-going renovation projects. The
PCDI and the Director of DSS believe that the Access UM Program should
fund stand-alone accessibility projects. However, if FY 2003 Access UM
Program funds are approved for the Taliaferro and Key Halls Renovation
Project, the PCDI and the Director of DSS request a commitment to allocate
future Central Funds for the Main Administration Building ADA Elevator
project in compensation.
