Terry Roach received a Juris Doctorate from Washington & Lee University (1970) and a baccalaureate from Lafayette College (1967). Before representing the University of Maryland, Mr. Roach held a commission in the U.S. Army and served with the Staff Judge Advocate General Corps. In 1974, he was appointed as an Assistant Attorney General for the State of Maryland, with responsibility for advising the University's Regents, President, and Chancellors, and trying cases for each of the University's campuses and medical facilities.
He has concentrated primarily in Constitutional, civil rights, and employment litigation, and has appeared before the Supreme Court on behalf of Maryland. Since 1977, Mr. Roach has served as on-campus counsel in the Office of the President at College Park, and in 1995 was appointed as Executive Assistant to the President for Legal Affairs and the University's Chief Legal Counsel. He is responsible for the Office of Legal Affairs, and for advising the President and senior campus administrators in matters of law and policy. As Chief counsel he is a member of the President's Cabinet and Administrative Council.
Susan L. Bayly graduated Phi Beta Kappa from Douglas College, Rutgers University, and cum laude from Georgetown University Law School. Before coming to the University in 1985, Ms. Bayly was a criminal prosecutor; a special assistant attorney general in the criminal appeals division of the Maryland Attorney General's Office; and in private litigation practice. Since 1995, Ms. Bayly has been University General Counsel, and is responsible for the assignment and review of University counsels' legal work and for the supervision of the office administration. Ms. Bayly works in the areas of University policy matters; general employment issues; discrimination and sex harassment; State ethics laws; constitutional questions, such as free speech and privacy matters; general contracts; research grants and contracts, including partnering arrangements with private industry; and the acceptable use of University computer resources. University Counsel University counsel provide assistance in all fields of law encountered in the academic and business life of the University. These include constitutional law, civil rights, corporations, partnerships and business entities, technology transfer, intellectual property, athletic and sport law, taxation, environmental law, ethics, real estate, construction, contracting, procurement, sponsored research and regulation, torts, estates, endowments, and charitable trusts. An attorney, certified mediator, and resident of Maryland for over 20 years, Ms. Anderson is a graduate of the University of North Carolina at Chapel Hill (B.A., Industrial Relations, 1991) and the Washington & Lee University School of Law (JD, 1994). Her legal experience includes employment with the Alderson Federal Prison where she handled post-conviction/appellate relief matters and the Rhode Island Department of the Attorney General, where she prosecuted juvenile felons. Upon her return to the field of higher education in 1994, Ms. Anderson first worked as an admission recruiter/counselor for her law school before joining the University of Maryland in March 1995. Ms. Anderson's portfolio at the University is broad; it includes labor/employment law, student affairs, privacy rights, sexual harassment, legislative/policy compliance, and residency classification. Denise A. Andrews, Counsel Denise A. Andrews attended Northwestern University and graduated, summa cum laude with high departmental honors, from the University of Maryland, College Park. She received her juris doctor degree, with honor, in 1981 from the University of Maryland School of Law, where she was Order of the Coif, a member of the Law Review, and the recipient of the John L. Thomas and the Calvin W. Chestnut Prizes for outstanding scholastic achievement. Before coming to the University in 1985, Ms. Andrews worked as a litigator for a private law firm. At the University, Ms. Andrews works primarily in the areas of employment law, discrimination and sexual harassment, University policy, regulatory compliance, risk management and tort law, student rights and privacy matters, public records, contracts and immigration law. Anne R. Bowden, Counsel
Ms. Bowden has degrees from Union College, Miami University, and the University of North Carolina, where she served on the law review as Executive Articles Editor and received her Juris Doctor with honors. Before coming to the University in 1998, Ms. Bowden worked for ten years as a student affairs administrator at universities in Ohio, New York, and North Carolina; served as a law clerk in Federal District Court for the Chief Judge of the Middle District of Pennsylvania, and was a civil litigator in private practice in the District of Columbia.
Ms. Bowden's areas of concentration include all facets of intellectual
property, including copyright, trademark, patent law and technology
transfer; environmental law; taxation, charitable giving, and
contracts.
Elaine M. Leclercq Ms. Leclercq has been employed by the University of Maryland since October, 1983. Ms. Leclercq has been in the President's Legal Office since December 1987. She prepares and administers the departmental budget and payroll, and manages the operating expenses for the office. Janet P. Turnbull
In addition to supporting the office attorneys and supervising the office, her duties include supervision of the State's Financial Disclosure Listing, monitoring the campus policies and procedures, employee grievance and trespass hearings, and developing computer systems for the office. | |||||||
