X-2.01(A) UNIVERSITY OF MARYLAND POLICY CONCERNING ACCOUNTABLE MAIL (REGISTERED, INSURED, CERTIFIED)

I. Policy
Campus Mail Services may be used for incoming or outgoing
accountable mail only when it relates to official University
business. Originators of outgoing accountable mail related
to personal business should deal directly with the U.S.
Postal Service. Due to the high cost of accountable mail,
departments are encouraged to exercise discretion in
determining the need for mailing an item as accountable
mail, and prudence in the selection of the type of
accountable mail service to be used once the need has been
established.
II. Definitions
Registered Mail is the most secure system offered by the
U.S. Postal Service. By using a system of receipts
monitoring the movement of mail from point of acceptance to
delivery, it affords added protection for valuable and
important mail. Indemnity for $100 is provided in case of
loss or damage. Amounts over $100 must be declared, and the
appropriate fee must be paid at the time of mailing. Only
matter prepaid with postage at first class rates may be
registered.
Insured Mail provides indemnity for an article that is lost,
rifled, or damaged. Return receipt and restricted delivery
services are available upon payment of the prescribed fees.
Insured mail is dispatched and handled in transit as
ordinary mail.
Certified Mail provides the sender with a mailing receipt
and a record of delivery at the office of address. It is
dispatched and handled in transit as ordinary mail. Return
receipt, restricted delivery, and special delivery services
are available upon payment of the prescribed fees.
III. Procedures
A. Outgoing Accountable Mail
1. The originator should mark clearly and prominently
on the envelope or package the words "Registered"
"Insured" or "Certified."
2. If a receipt is desired from the recipient, the
originator should also mark "Return Receipt
Requested" on the face of the envelope or package
and complete the Return Receipt, Registered,
Insured, and Certified Mail Form.
3. Accountable mail should always be separate from
other mail that is to be picked up by the mail
carrier.
4. Registered mail has specific packaging
requirements. Contact Campus Mail Services for
assistance prior to packaging Registered mail.
B. Incoming Accountable Mail
1. All accountable mail is received daily from the
U.S. Postal Service by Campus Mail Services and is
logged into the Accountable Mail Receipt Book by a
Campus Mail processor.
2. Upon delivery by the mail processor, the
department recipient of the registered, insured,
or certified mail is required to sign the
Accountable Mail Receipt Book acknowledging
receipt. It is the responsibility of the
department recipient to ensure that the addressee
named on the accountable mail in fact receives the
mail.
