  I.   Policy
 
       Campus departments should use telegram, mailgram, cablegram,
       and telex services only when the time factor or other
       communications consideration justifies the cost of these
       services.
 
  II.  Procedures
 
       Telegram, mailgram, cablegram, and telex services may be
       obtained by contacting Western Union.
 
       1.   Western Union may be used when service is required
            after normal business hours.  Charges to departments
            for Western Union services will be included in the
            monthly telephone bill.
 
            The following information will be required:
 
                 a.   Telephone number at message destination
 
                 b.   City and State of message destination
 
                 c.   Name and address of person being sent message
 
                 d.   Text of message
 
                 e.   Telephone number to charge for service
 
                 f.   Name and address of person charged
 
                 g.   Request for message confirmation
